NanoMQ v0.10.8 Release Note

A newly released stable version of 0.10:

1. Fix HTTP API of query clients and topic trie which is broken in 0.9.
2. Add republish option for Rule Engine
3. Fix transport layer for WebSocket & TLS
4. Update the test-ci framwork.
